Graduated from the Faculty of Environmental Information, Keio University in 2002, and obtained a Ph.D. in Policy and Media from the same graduate school in 2009. Formerly an Assistant Professor at the Graduate School of Engineering, Tottori University, and the Institute of Industrial Science, The University of Tokyo, and currently holds the position of Associate Professor. Specializing in transportation informatics, he practices supporting the open data transformation of public transportation nationwide. He serves as the chairman of the Ministry of Land, Infrastructure, Transport and Tourism’s study group for the efficient collection and sharing of bus information, the chairman of the Ministry of Economy, Trade and Industry’s study group for the realization of interoperability of government and civilian data, a temporary member of the Transportation Policy Council, and the representative director of the Japan Bus Information Association.

Graduated from the Faculty of Engineering, Department of Urban Engineering, The University of Tokyo in 1984. Completed his master’s course at the same university in 1986 and joined the National Land Agency. He has served as the Director of the National Land Information Division at the Ministry of Land, Infrastructure, Transport and Tourism, and as a Specially Appointed Professor at the Center for Spatial Information Science at The University of Tokyo, promoting the development of national land numerical information and the dissemination of geospatial information. Founded the Regional and Transportation Data Research Institute in 2020. Assumed his current position in September 2022. He is currently involved in the development and publication of data useful for regional analysis, as well as the distribution of public transportation data through the publication of the Nishizawa tool for creating GTFS data and a GTFS data checking tool. He serves as the Executive Director of the Japan Bus Information Association.
